How to Change Job-Code Standard Hours and FTE:

FTE (which stands for Full-Time Equivalent—1.00=full-time, .50=part-time).
Use the Rules Definition page to enter the amount of places used after the decimal to calculate FTE (full time equivalent). You are allowed to use up to 6 decimal places. This allows flexibility in FTE calculations and improves precision in FTE and FTErelated calculations such as worker compensation.
If the FTE Decimal Precision field is set to zero, FTE will default to 1 on the Job Data pages, regardless of the number of hours entered or part- or full-time status.

I have done some testing and it appears that the affected e-mails are:
E-mails sent by Process Scheduler for Notification
E-mails generated by the SendMail() PeopleCode function
E-mails generated by TriggerBusinessEvent() PeopleCode
Emails sent using the Notification and Multi Channel Framework come out with consistent times
